Persons who normally do not meet the IRPA are denied permanent/temporary residency abroad, at the port of entry, or within Canada. In some limited cases however, there may be overriding reasons for a TRP to be issued to the applicant.

- Canadian Citizenship Applications
Persons who are permanent residents and who have met the residency requirements to become Canadian Citizens are eligible to apply. Also, in most cases, adopted children abroad can immediately become Canadian Citizens.

Humanitarian & Compassionate Cases
An applicant may apply on Humanitarian and Compassionate Grounds on the basis that they are ineligible in these classes: spouse or common-law partner, Live-in-Care Giver, Refugee, or Temporary Resident Permits (TRP) AND….the applicant believes that they would experience unusual, undeserved or disproportionate hardship if they were made to leave Canada.
